Marcus Webb will be specific about the first number: $25,000. That's what he had when he bought his first property, a three-bedroom row house in Baltimore's Berea neighborhood, in 2019. The roof leaked. The water heater was original to 1987. The previous tenant had punched a hole in the kitchen drywall that no one had patched.
